1 user no access

Had a user going on vacation, took his laptop to the office. connected to office wifi, and i installed ZT remotely, setup our ERP app (that basically uses a ssh shell) tested everything, all good. this week he is on vacation, out of state, connected to a spectrum hotspot. wifi connected, ZT connected, ZT connected in the portal. But cannot ping any of the servers in the network, cannot open the erp app, cannot RDP to the server, and i cannot ping his ZT ip. uninstall, reboot, reinstall, all connected still same. tried connecting him to his hotspot on his phone (Verizon) and still nothing. this is the first user to have an issue, not sure where to start troubleshooting.
