Better interface and/or documentation for blacklist manipulation

Since I’m connecting routers and LANs using ZT I have discovered that blacklisting is needed or ZT will create a feedback loop and storm looking for a better connection to nodes by trying LAN interfaces on the host router. This is unless there is a better way to do this. Presently, this is not well documented save for a few github bug reports.

My request to be a combination of better documentation about this behavior and how the blacklists work, in addition to being able to manipulate blacklists via CLI and API, not just local.conf.

I would also like to add a nice GUI assist with creating code for the Rules Engine. For example, a tag and rule generator. User would Input Tags and rules (such as only allow tag client to reach tag server and do not allow client to client) and it generates the proper code.
