Cannot start on QNAP NAS

I’ve got a QNAP TS-431-P3 NAS, and I’ve downloaded the x41 version from here: Index of /dist/qnap/
It installs fine, and I can execute zerotier-cli from SSH. However, when I run info, I get the error “Please check that the service is running and that TCP port 9993 can be contacted via 127.0.0.1.” See below the output. How can I fix this?

[~] # zerotier-cli info
Error connecting to the ZeroTier service: connection failed

Please check that the service is running and that TCP port 9993 can be contacted via 127.0.0.1.
