This admittedly is a bit confusing. It means total nodes. Online and offline does not matter. Another thing you should consider is that if you authorize a node on a network that counts as 1. If you add that same node to another network, that now counts as 2 and so on. Does that help?

Yes somewhat. This means i can have e.g 70 offline nodes but 40 online?
Whether your nodes are online or offline does not matter.
Each node authorized per network counts as one.
If you authorize 20 nodes on a network and let them go offline that still counts as 20 network members. You would need to de-authorize a node for that number to drop.
