Help with the installation on Buildroot

I can’t figure out how to install zero on this build

With few exceptions, the upstream ZeroTier binaries cannot run in a buildroot, and using a buildroot more than a half-decade old seems like software masochism.

Past that, you should compile ZeroTier in tandem with the whole buildroot if you have the source tree, but, regardless, you must use the cross-compiler from the original buildroot image that you are targeting.
