Is there a way to determine what users are currently/actively using my network at any given time?

In its default mode of operation, ZeroTier uses device based authentication. Each device creates its own cryptographic identity and that identity is used for authentication and access control to networks.

On https://my.zerotier.com, we do also offer OIDC based user authentication for networks as well, which sounds like what you may want. There’s a cost per user using OIDC, and you must provide your own OIDC service. SSO / OIDC | ZeroTier Documentation
