I have 5 virtual windows virtual machine hosted locally, and there are 5 users will connect using remote desktop connection ( each user will connect 1 device) is there a way so that i can restrict each user to 1 device.
for example user1 can only connect to device 1
user2 can only connect to device 2

Install ZeroTier on each virtual machine, and give your users different VM addresses and/or VM names to use in the Remote Desktop Client.
Alternatively, learn how to use the Group Policy Object and/or user panel that restricts user connections.
