How can I track this down on Windows to the source?
Per the listing on one of your network configurations, that’s the actual physical IP address of one of your network members.
Thank you, I didn’t think to look there.
It’s a Windows 11 box running ExpressVPN.
Killed the VPN, and the IP returned to normal.
On that box.
The bad IP wasn’t visible with ipconfig.
I also tried https://whatismyipaddress.com/, which showed yet another IP.
