Is it feasible to deploy a small number of moons (Private Root Servers | ZeroTier Documentation) inside Iran to create a backhaul for sharing Starlink bandwidth among, say, 64 local VPN providers? Such network would have several Starlink exit nodes and internal VPN servers as entry nodes.
