Physical Address in ZeroTier Central is not accurate

I have a few AllStar nodes with ZeroTier VPN for control and management. One node, located at a local hospital, has been a challenge to operate. It takes two or three hours to open up a path to ZeroTier. Due to some maint on the repeater, it was turned off yesterday and now when it powers up it eventually establishes a connection with ZeroTier. Even after it connects I cannot SSH into the Pi. When I send an over the air command to the AllStar node to provide the Public IP address I receive a different address than ZeroTier Central reports.

Any help would be appreciated
