_Some_ windows connections remain unreliable

To pick up again on an old, persistent, issue.

In my (global) network of about 10 devices, some of the Windows 10 workstations do not communicate. They show connected/good on the my.zerotier.com dashboard, and all looks good in the tray “show networks” popup, but the nodes cannot be pinged, cannot ping others. This is ongoing, and as I said, on multiple, random PCs.

Over the last year I have seen this issue on 3 sites (separate networks). It seems to happen on linux nodes, both VMs with Ubuntu 16 and 20, as well as R-Pi. And when only two nodes are on a network, as well as more (10 or so). This happens almost like clockwork. I have a non-critical setup now to test on. I can set up all sorts of long term tests if someone is interested in engaging and getting to the root cause.
