It seems the official TCP relay(s) have been offline for some time per this GitHub issue: Official tcp relay no longer responds · Issue #2202 · zerotier/ZeroTierOne · GitHub. Are the official relays still being offered by ZT and will be brought back up at some point or are customers being asked to host their own relays now?
